The examination of Article 100 allows all foreign lawyers, registered with a bar outside the European Union, to become lawyers in France. This examination is organized for the April session by the EFB and for the November session by the HEDAC.

I. Applying for the Article 100 exam with the CNB
Passing the Article 100 exam, defined by decree 91-1197 of November 27, 1991, allows foreign lawyers registered with a bar in a non-European Union state to register with a French bar. Thus, they can practice as lawyers under the same conditions as French lawyers. Success in this exam is conditioned on obtaining an average score of 10/20 or higher across all tests.
The National Council of Bars (CNB) oversees the procedure and sets the organizational modalities of the exam. A registered letter with acknowledgment of receipt must be sent to the presidency of the CNB in order to obtain approval from the National Council of Bars to apply for this exam. The CNB will make its decision within a maximum period of 2 months.

II. The tests of the Article 100 exam
The exam consists first of two written tests:
- A civil law conclusions test (3 hours)
- A legal conclusion drafting test (3 hours), either in administrative law, commercial law, labor law, or criminal law. Candidates prepare only one of these 4 subjects.
Subsequently, candidates must take two oral tests:
- A presentation on a randomly drawn topic related to civil, criminal, or administrative procedure, or the organization of the French Justice system (20 minutes)
- An interview on the regulations and ethics of the profession (15 minutes)
III. Preparing for the Article 100 exam
Passing the Article 100 exam requires approximately 6 months of preparation before the tests, in order to optimize all chances of success.
This preparation is based on acquiring knowledge in several common subjects (civil, administrative, criminal procedures, lawyer ethics, law of obligations, and civil liability) and specialty subjects (criminal, commercial, social, or administrative law, at your choice). A methodological approach to the different tests, accompanied by regular practice on typical subjects, is strictly necessary for success.
